Abstract:

The presented title is an original form of sentiments arising from the contemplation of the increasing use of technology in the war between Russia, Ukraine and Armenia-Azerbaijan. In the presented title, an attempt has been made to understand the scientific and technical warfare mechanisms in war. Europe's economic and cultural innovation led to the application of science and technology in the battlefield. Which gave birth to psychological, chemical, biological and nuclear warfare systems in their ever-expanding new dimensions. The power of nuclear weapons and the hegemonic thinking of America and Russia continuously advancing technology gave rise to the Cold War. Even after the disintegration of the Soviet Union, today supremacist thinking is dominant. Today, technology has turned into information warfare. In which command control, communication, computer and intelligence have developed information technology. Cyber ??crime and use of advanced technology including artificial intelligence, blockchain, quantum computer data analysis, 5G etc. in war is promoting non-kinetic weapons. Which is affecting the general public. Therefore, for coordination between the military and the public in war, it has been suggested to train soldiers and civilians like the Observe Orient Decide Act and Verkater Model.
