Pandit Jawaharlal Nehru, the first Prime Minister of India, had a vision for the agricultural development of the country which was deeply rooted in his broader goals for industrialization and social welfare. The main objective of his agricultural policies was to modernize agriculture, scale it up and improve the socio-economic conditions of rural farmers. Nehru considered the agricultural sector to be very important. He said on behalf of the Agricultural Development Laboratory that he believed that the country cannot develop without any obstructions and that development is the only medium through which development is possible. During Nehru's tenure, various agricultural schemes and policies were made with the aim of upgrading agriculture and promoting agriculture, which included water, electricity, plumbing, roads, health and education. Special attention was given to the supporting tools of agricultural policy for advanced technology in the agricultural sector. Through research and advanced techniques, farmers were given knowledge of new and advanced techniques. New dimensions of rural development were presented in Nehru's economic development policy, especially in rural areas. Nehru's agricultural policy involved the gradual development of agriculture and agro-based industries in rural areas, so that economic development in the rural areas could be achieved along with the growth of the sector. Taken in its entirety, the broad objectives of Nehru's agricultural policies were to modernise Indian agriculture, reduce poverty in the rural areas and ensure food security for the population.
